Sudan’s civil war pits the Sudanese Armed Forces against the paramilitary Rapid Support Forces. Fighting has fragmented the country, devastated cities, displaced millions, and produced famine conditions and widespread atrocities. Foreign weapons, drones, mercenaries, and financing continue sustaining both sides despite repeated diplomatic efforts.
Haftar-aligned forces reportedly support Sudan’s Rapid Support Forces by facilitating weapons, fuel, foreign fighters, and other supplies through eastern and southern Libya. The Subul al-Salam Battalion and facilities near Kufra reportedly provide a logistical corridor, while eastern Libyan authorities deny directly participating in the Sudanese conflict.
A September 3, 2026, report (OHCHR.org) by the United Nations Human Rights Council released a report that provided information that implicated private companies, logistics brokers, and others in moving fighters, weapons, and other types of support to the Rapid Support Forces (RSF). According to the report, some of this outside support is coming from the Haftar regime in eastern Libya.

In the report Benghazi, Kufra, and Jufra are described as hubs for the transit of weapons, equipment, and personnel before onward movement to the RSF in western Sudan. In addition, sites in Libya are listed as training locations for the RSF.
