The official name of the RADA Special Deterrence Force is
"Deterrence Agency for Combating Terrorism and Organzied
Crimes". The armed group was established in 2013, with its
beginnings in the civil war that toppled Muammar Gaddai in
2011. It is referred to some observers as an Islamist military
police unit with a focus on kignappings, murders, illegal
migrant smuggling, and terrorism
Its base of support has been in Tripoli; however, it has
received authorization to carry out arrests across the western
regions of Libya. For many years, the SDF controlled Mitiga
International Airport in Tripoli where its headquarters has
been located. RADA (or Radaa) operates as an independent part of the
Ministry of Interior (MoI).
The SDF receives its authority to operate from the
Presidency Council, one of the main instruments of government
power in Tripoli. There are reports that the Presidency Council
will issue a decree appointing Hassan Busriba from Zawiya as
the new head of the Stability Support Apparatus, replacing the
deceased Kikli. Busriba was once head of the western branch of
the SSA based in the Abu Surra area of Zawiya.
