Stability Support
Apparatus (SSA)

The Stability Support Authority (SSA) was based in the neighborhood of Abu Salim (Tripoli). The militia has been under the control of Abdelghani "Ghnewa" al-Kikli. This group is also known as the "Stability Support Authority". The SSA had some legitimacy as it was operating under the authority of the Presidency Council.

Ghnewa had challenged the over appointments in state-owned companies and the allocation of contracts. He had reach into many of the financial institutions, government and private sector, of Tripoli. His associates were in charge of the internal intelligence service and of protecting the central bank headquarters.

The SSA was once one of the most powerful militias in Tripoli and the leader, al-Kikli, was considered a powerbroker not only in Tripoli but across western Libya. In May 2025 clashes broke out between the Brigade 444 and the SSA. This was preceded with the death of al-Kikli who was killed during a meeting between Major General Hamza (commander of the 444) and al-Kikli. During this two day clash the SSA was dismantled and all territory and installations held by the SSA were captured.

Some elements of the SSA retreated to the SDF camp located at the western end of Mitiga Airport. The SSA's vice presidents are reported to have selected Abu Zriba to succeed the late al-Kikli. Abu Zriba is a prominent military leader in Libya's western region and a former commander of the western  branch of the SSA located in the Abu Surra area of Zawiya. 1.
